President

President – represents the region externally. Acts which require approval by the Assembly or Council may be undertaken by the President only with prior approval.
President – must be a citizen of the CR and is chosen by the Assembly, to which he is responsible for the performance of his function.

Jaroslav Palas

Born October 2, 1952 in Bruntál. Spent his childhood in Dvorce. He is married with one son.
Studied at the Plovdiv Agricultural University in Bulgaria. (1974 - 1979)
A member of ČSSD since 1995.
His hobbies include hunting, the outdoors and sports. During his university studies, he was a top-level athlete in the Bulgarian National League.

Member of Parliament of the Czech Republic (1992-2004)
Chairman of the Agricultural Committee of the Chamber of Deputies of the Parliament of the Czech Republic (1998-2002)
Minister of Agriculture (2002-2005)
Chairman of the Czech and Moravian Hunters" Association and Chairman of the Board of Halali Insurance Corp. (since 2005)

After the regional elections which took place on the 17th and 18th of October 2008, the Regional Assembly elected him President of the Region for a four-year period, at its appointment session of November 13, 2008.

The Regional Assembly has entrusted him with concrete tasks in the areas of:

emergency and crisis management
legislation
foreign relationships
finance and property
the integrated emergency system
